"Mr President, internet access technologies are evolving very quickly. It is now child’s play to connect to the internet from a computer, mobile phone or digital tablet, whether at home or in a public place. Widespread access is an opportunity but also a danger to our children. Indeed, the internet can easily become a place where there is no respect for human and civil rights. Young users who spend, on average, two hours a day surfing are often exposed to inappropriate, violent or pornographic images and content and are easy targets for fraud and harassment. The European Union has a responsibility in view of the dangers. It must coordinate screening measures taken by Member States and strike a balance between child protection and safeguards for fundamental freedoms. It is vital that the Union and the Member States beef up coercive measures to combat abuses and strengthen educational measures to raise children’s, parents’ and educators’ awareness of the dangers of the digital world."@en1
