"Mr President, I do not think there can be any argument in this House that unemployment, particularly youth unemployment, is probably the biggest challenge facing Europe at this time. We talk of a lost generation and we have the figures to bear that out – 23 % across the European Union. In Ireland, 30 % of young people are unemployed, and I appreciate that the statistics are worse in other countries. But behind every statistic is the tragedy of young people who cannot make a contribution to their society. They suffer loss of earnings, lack of career prospects and indeed a loss of dignity. The situation in relation to long-term unemployment is of particularly concern and one of the findings of the Troika in Ireland was that there is a very worrying evolution from short-term unemployment to long-term unemployment. I know that the Commission has proposals to introduce a youth guarantee in December 2012 and I very much welcome this proposal and I would ask the Commission to ensure that there is adequate funding for the youth guarantee. It is not a magic bullet, but we do need to take urgent and drastic action to address the issue of youth unemployment in Europe."@en1
