"Mr President, last week the speaker of Uganda’s Parliament announced that the country’s anti-gay bill would be passed before the end of 2012. She claims that homosexuals pose a serious threat to Uganda’s children and has promised that the law will be passed as a Christmas gift.
This is a terrible present for the Ugandan people at a time when we should be celebrating peace and goodwill to all men and women. I have spoken to this House about the brutal way in which homosexuals are treated in Uganda. The law, if passed, will allow gays and lesbians to be sentenced to life in prison.
I believe that this is a violation of human rights, and the EU must respond immediately by suspending its aid to Uganda. Forty per cent of all EU aid to the country is channelled through the general budget support, which means that the money is paid directly to the Ugandan Government.
The British Prime Minister, David Cameron, has promised that EU aid will have more strings attached. The EU needs strings of its own to protect LGBT people in third countries who are under threat of oppression."@en1
