"Mr President, sadly, the illegal movement or retention of a child is not a rare or isolated event. When parents divorce, differences often emerge over custody of the children, and, in some cases, one of the parents chooses to leave the country with the child, without the other parent’s agreement. Situations of this kind occur in very many countries around the world.
Before the convention was adopted, there were problems when the return of the child had to be ensured, because of differences between the legal systems of each country. If forced to live in a foreign environment, children can develop social and linguistic disorders that emerge in the medium and long term. I believe that the eight countries should accede to the Convention as soon as possible.
I would also like to ask Commissioner Reding whether there is any estimate of the number of cases affected by delays and what measures the Commission plans to take to unblock this situation."@en1
