I agree with the Ombudsman that a concise statement of the fundamental values that EU civil servants’ behaviour should reflect can effectively promote citizens’ trust in the European civil service and the EU institutions it serves. I also endorse the Ombudsman’s view that an institution in which a culture of service is embedded does not regard complaints as a threat, but as an opportunity to communicate more effectively and, if a mistake has been made, to put matters right and learn lessons for the future."@en1
