"Madam President, Commissioner, I am pleased that the disappointment that undemocratic elections have again been held in Belarus has been so clearly expressed in the EU and on more than one level, including through Lady Ashton and the Berlin European Council conclusions. No opposition representative succeeded because several of the prominent opposition leaders are either in jail or were prevented from standing as candidates.
In the EU, we have practised a ‘two-track’ policy where we have sought to maintain dialogue with the public and have imposed sanctions on the political leadership. I would like to ask the Commissioner first, now that the sanctions are expiring, how we intend to continue so that our approach remains consistent, and, secondly, given that we initiated a modernisation dialogue with Belarus in the summer, what the fate of that dialogue will be?"@en1
