"Madam President, I would like to condemn the fact that some governments of Member States are ordering police charges at demonstrations against the cuts that are being experienced, especially in southern Europe. Amnesty International has just published a report that condemns this disproportionate use of police force in three countries: Spain, Greece and Romania. Specifically in Spain we have a problem, as the state security forces, in particular the riot police, are acting without the legally required visible personal identification. As they are not identified, any disproportionate police charge and any abuse of any citizen goes unpunished, as the officer who acted improperly cannot be identified. The responsibility is political and does not lie with the police, but with those responsible for giving orders in these circumstances, and I therefore believe that consideration needs to be given to guaranteeing that no action by any member of the security forces goes unpunished."@en1
