"I endorse this report, which stems from the proposal from the European Commission to the Member States on 18 July 2012 to start negotiations with Japan towards a bilateral free trade agreement (FTA). Priority in the negotiations will be accorded to removing non-tariff barriers to trade on the Japanese market, together with access to Japan’s public procurement market. I welcome the report as it supports launching the EU-Japan FTA negotiations under a strict mandate, agreeing that the FTA must be comprehensive and ambitious and should cover goods, services, investment, intellectual property rights and public procurement, where special attention must be given to removing non-tariff barriers. There needs to be a related review clause within a year of the launch of negotiations to assess the climate of EU-Japan relations and gauge if clear results have been achieved."@en1
