".
In the words of the Commission, there is still a gap between expectations and reality regarding the single market. This gap arises from interconnected shortcomings, which include the following: lack of information – frequently people do not know or do not sufficiently understand their rights; application gaps – in many areas there is a gulf between the EU legal framework and the way in which legislation is applied; legislative vacuum – in certain areas the EU legal framework does not meet the expectations of citizens and businesses. Under these circumstances, I firmly believe that it is desirable for all institutions involved to endeavour to make appropriate efforts to strengthen mutual cooperation on the issue of the functioning of the single market, particularly for the benefit of citizens."@en1
