"The right of a citizen of an unrepresented Member State to seek assistance from the consular authorities of other Member States who are represented is one of the rights conferred by EU citizenship. All EU citizens living or travelling in a third country in which the Member State of which they are nationals is not represented are entitled to protection from the diplomatic or consular authorities of another Member State under the same conditions as its nationals. In emergency or crisis situations – and I am thinking here of Japan, Libya and Egypt – EU citizens abroad are entitled to seek assistance from the consulate or embassy of other EU Member States if their own Member State is not represented, and Member States are obliged, when evacuating a country, to help all EU citizens as they do their own. According to the Lisbon Treaty, solidarity between Member States shall be supported, therefore, in everyday cases of consular protection, such as in cases of lost identity documents, arrest, detention or death, unrepresented citizens have the right to request the help of any diplomatic or consular authority of any Member State. For this reason I voted in favour of the proposal for a directive."@en1
