The right of a citizen of an unrepresented Member State to seek assistance from the consular authorities of other Member States is one of the rights conferred by citizenship of the Union. To facilitate EU citizens’ access to consular protection in third countries, the existing legal framework needs to be consolidated. To this end, the Council directive on consular protection for citizens of the Union abroad must increase the role of EU delegations in the exercise of consular protection and clarify the coordination and cooperation measures necessary for the day-to-day consular protection of unrepresented EU citizens. Furthermore, the Commission must ensure that information on consular protection is as widely available as possible, to clarify that citizens should continue to benefit from the full range of consular assistance customarily provided by Member States’ representations. The Member States should consider establishing a ‘trust fund’ for consular protection, from which the embassy or consulate of the assisting Member State could advance its expenses for assisting an unrepresented citizen and into which the Member States of the assisted unrepresented citizen should reimburse the financial advance."@en1
