Union fishing vessels have equal access to Union waters and resources subject to the rules of the common fisheries policy. Council Regulation (EC) No 2371/2002 of 20 December 2002 on the conservation and sustainable exploitation of fisheries resources under the Common Fisheries Policy provides for a derogation from the equal access rule, by authorising Member States to restrict fishing to certain vessels in waters up to 12 nautical miles from their baselines. Rules in place restricting access to resources within that zone have benefited conservation by restricting fishing effort in the most sensitive part of Union waters. However, the derogation is to expire on 31 December 2012. I believe that it should be renewed until a new regulation on the common fisheries policy has been adopted."@en1
