". Council Decision 2003/17/EC provided the list of countries to be recognised for the application of the principle of equivalence for importation of fodder plant seed, cereal seed, beet seed and seed of oil and fibre plants from third countries. The period of application is five years, which may be extended if all requirements are fulfilled, and it is due to end on 31 December 2012. This report aims to ensure the necessary supply of seed to the EU market and therefore extends the time limit to 31 December 2022, thus extending the period laid down by ten years. It also amends provisions which, with the entry into force of the Treaty of Lisbon, are replaced by delegated or implementing acts. Even though we supported the rapporteur’s proposal, I should like to take this opportunity to draw attention once more to the constraints associated with the world seed market, which is increasingly controlled by a handful of large monopolies, which make millions of producers throughout the world dependent upon them. There are also serious and persistent agri-foodstuff production deficits which affect several EU countries, such as Portugal."@en1
