"Bearing in mind the Council’s excessive budget appropriation for the purchase of property, its breach of the principle of budgetary accuracy (bearing in mind the opinion of the Court of Auditors of the European Union), the refusal to provide all of the documents needed for discharge of its accounts, and the refusal to answer 26 questions asked by the European Parliament’s Committee on Budgetary Control with regard to the discharge procedure, this leads to the conclusion that the Council has a negative attitude towards democratic scrutiny and transparency with regard to the European Union’s taxpayers. The Council, as a European Union institution, must submit to the assessment of its management by the Committee on Budgetary Control and must cooperate with the latter on all levels. For those reasons, I voted in favour of the report, which proposes to refuse discharge of the Council’s accounts."@en1
