I regret the difficulties encountered in having an open dialogue between the Council and the Committee on budgetary control, and especially the Council’s refusal to answer the supplementary questions from Parliament. This action is a legitimate budget discharge procedure. Efficient supervision of the implementation of the budget depends on appropriate unconditional institutional cooperation between Parliament and the Council. For this reason, I wish to highlight the fact that all parties involved must take the utmost responsibility in this matter."@en1
