"In the light of the final annual accounts of the European Food Safety Authority for the financial year 2010, and the Court of Auditors’ report on the annual accounts, Parliament has approved the closure of the accounts of the European Food Safety Authority (EFSA) for the financial year 2010. Discharge is a valid instrument of the European Parliament in this respect, which requires a decision based on factual and substantive arguments. In this context, it is important to recall the existing rules, that is, the Staff Regulations for Officials and Conditions of Employment of Other Servants of the European Community, the Financial Regulation applicable to the European Communities, the authority’s founding regulation, and specific policies and procedures set up by EFSA. I strongly believe that the necessary steps have to be taken should cases of non-compliance with existing rules occur, and I therefore voted in favour of the proposal."@en1
