"Madam President, I very much welcome the Bach report on improving passenger rights in the EU and ask the Commission to address the various recommendations as soon as possible.
A survey carried out by the European Consumer Centre in Dublin last year indicated that less than ten percent of Irish air passengers have a complete grasp of their rights under EU law. But of specific concern to Irish passengers is the proposed Ryanair takeover of Aer Lingus which, if it is allowed to proceed, would have negative implications for the rights of those passengers travelling to and from Ireland. A Ryanair takeover would reduce actual and potential competition on a large number of air routes from Dublin, thereby depriving Irish passengers of any real choice and pushing up fares. Moreover, Ryanair has a history of aggressively disputing the rights of air passengers. I would point out that Ryanair actually charges passengers a levy of EUR 2 for complying with its obligations set down in the Air Passenger Rights regulation. For these and other reasons, I would urge the Commission to reject the Ryanair bid for Aer Lingus in the interests of passenger rights."@en1
