"Mr President, the ACAA agreement is not an upgrading of relations between the EU and Israel. It is based on the alignment of the legislative system of a country and its infrastructure with the EU. It is a process emanating from the Barcelona Process, extended now to Neighbourhood Policy countries, as stipulated in the association agreements; and it is a process that will apply to all partners as soon as the conformity assessment is completed. The main purpose of the Union for the Mediterranean, formerly known as the Barcelona Process, is not to deal with, judge or attempt to resolve the partners’ political issues, such as the Middle East problem. Its purpose is to create, through the association agreements and cooperation between partners, an environment of trust, détente and understanding within which the parties to a dispute can try to resolve their differences themselves. It would therefore be inappropriate to introduce political considerations in giving our assent once our question, addressed to the Commissioner and agreed by all, has been answered: this agreement applies only to Israel within its 1967 borders. The EU, a soft power, should exercise its influence in the Middle East, avoiding what would appear as sanctions – which we know in advance will not work with Israel, which has enough backing from the United States – through which we ourselves create a void. Yes to more policy but not, as in this case, at the cost of achieving less."@en1
