However, the EU budget can only be seen as offering huge added value with regard to investments made at national level. The Commission’s proposal freezes ceilings at their 2013 levels and significantly weakens the requests made by the Special Committee on the policy challenges and budgetary resources for a sustainable European Union after 2013 to strengthen European policies to enhance competitiveness, small and medium-sized enterprises and sustainable infrastructure.
