"Madam President, in the discussion within the Committee on Women’s Rights and Gender Equality, it was unanimously concluded that the current proposal for the next multiannual financial framework does not reflect the importance of increasing investment in this area as a necessary and sensible response so that social rights are not further harmed in times of economic crisis. Rather than reducing financing for those specific vertical policies aimed at women’s rights, at this crucial moment we need greater intervention in these areas, by maintaining specific programmes such as the Daphne programme, by keeping gender equality as a specific objective in the Rights and Citizenship programme, by continuing to earmark funding for the European Institute for Gender Equality, and by financing small-scale women’s organisations which are carrying out crucial work in this area. In this area of women’s rights, as in other areas, what fundamentally stands out is the Commission’s desire to reduce the financing in this framework, by allocating only 0.37 % of the EU’s gross national income to the objectives of economic, social and territorial cohesion. This is a road that will add greater divergence to the already catastrophic policies of the European Union."@en1
