In Romania, the number of employees in the small and medium-sized enterprise (SME) sector in 2008-2010 was still at the same level as before the crisis, while the number of employees in large companies fell by 6 %. So jobs created by SMEs are much more stable than those in large companies. This means that supporting SMEs is part of the solution needed to achieve the objective of healthy growth. Opening up external markets to SMEs, and particularly increasing the extent to which they can take part in trade between Member States, would bring important benefits for all employees in these companies.
Small rural businesses are a special case. Given the need to diversify the rural economy, the new common agricultural policy needs to allocate adequate funds to finance and develop these businesses. Rural SMEs can absorb a significant part of the excess workforce from agriculture, and, at the same time, they can offer rural workers the services they need. Not least, hundreds of successful businesses have started up in rural areas, by exploiting opportunities offered by rural development programmes. This is a further argument in support of an adequate budget for agriculture, as part of the future multiannual financial framework."@en1
