"Mr President, the release of the murderer sentenced to life imprisonment by the Azerbaijani President in August this year was shocking news for the civilised world.
In doing so, Ilham Aliyev indirectly told his citizens and the world that any citizen of Azerbaijan who murders an Armenian shall be a hero in his eyes, and he would be exalted and rewarded for such a murder. The Azerbaijani President thus behaves like a mafia boss who rewards his stooges for the murder of his enemies.
We should note that a sense of frustration hangs over Azerbaijan due to the occupation of Azerbaijani territories by the Armenian military. However, Ramil Safarov murdered his Armenian colleague during a course being held as part of the Partnership for Peace programme held in Budapest, and not somewhere on a battlefield in the border zone.
I do not wish to comment on the professionalism of the Hungarian administration which permitted this criminal to return home, but I understand the actions of the Armenian Government, which broke off diplomatic relations with Hungary. I firmly believe, however, that our generous accommodating policy towards Azerbaijan is not conducive to the cultivation of a political environment in that country and, in the future, we should be more cautious in our expectations that the Armenian and Azerbaijani governments might agree on a peaceful resolution of the Nagorno-Karabakh problem."@en1
