"Mr President, ladies and gentlemen, the previous violent protests, in which 10 people lost their lives, the brutal violent hostilities between the police and striking miners in Marikana on 6 August, in which 34 people were killed and 78 injured, some seriously, are the bloodiest since the end of apartheid in South Africa. An escalation of this kind is to be condemned in the strongest possible terms. However, the unrest in the preceding period and also the events themselves are the result of the major social disparities within the country and should lead to greater discussion about the causes. By the same token, the developments leading up to this incident indicate that better crisis management is urgently necessary, especially for the forces responsible for security. The loss of confidence in the security forces can only be overcome through the maximum possible amounts of transparency, impartiality and fair legal processes. However, as a result of constant and recurring evidence of corruption, there is reason to fear a loss of legitimacy among the people for the established social partners. The South African Government therefore needs to take suitable steps to decisively tackle the extensive consequences, but more than anything also the causes. Better training for the security forces and training in de-escalation, a better legal framework for disputes between the social partners and courageous explanation that is transparent and fair are what is needed at the moment, and we should support our South African partners in this."@en1
