"The motion for a resolution ‘Towards a banking union’ should be supported. The creation of a banking union – at least within the euro area – is a significant step that would allow the direct dependence of the banking system on the debt situation and credit ratings of the Member States to be broken. It is good that the resolution contains a reference to all of the three most important features of the potential banking union – central supervision, a common deposit guarantee scheme, and a bank resolution scheme. Centralised solutions for banking problems that have arisen in Member States are particularly important for the smaller Member States, whose budgets in the case of a crisis end up in a very tense situation, since the amount of deposits to be paid out if a bank goes bankrupt can be huge in relation to those budgets. The existence of a central deposit guarantee scheme would, in many cases, prevent at the outset many bank bankruptcies caused by sudden and massive withdrawals of deposits for fear of losing them. It is important that the resolution stresses the need to give due consideration to the potential mutual spillover effects of establishing the banking union in the euro area for non-euro area countries."@en1
