"I welcome the resolution on the proposals regarding a European banking union. The fact that we are voting on this resolution the day after the Commission tabled two proposals to enhance banking supervision shows that Parliament – the only democratically elected EU institution – is keen to make a major contribution to putting together the instruments that will give the Union and the single currency greater stability, without negative repercussions for Member States that are not part of the euro area. In my view, it is essential that we achieve a fully functioning European Stability Mechanism (ESM) as soon as possible, which, although it certainly further limits Member State sovereignty over public finances, at least has the benefit of excluding the contributions they pay from the calculation of their sovereign debts."@en1
