"We have adopted a directive which responds perfectly to the issues of the digital era in which we are living. More specifically, it deals with the digitisation of cultural material with regard to orphan works, that is, works whose right holder cannot be identified or located. Without authorisation from the right holder, these works are not accessible to the public. We therefore wanted to authorise libraries, educational establishments, museums and archives to provide specific services in the internal market which involve the display of orphan works online. However, in the Committee on the Internal Market and Consumer Protection, which was consulted for its opinion, we wanted to provide clarifications with regard to copyright in order to avoid any misuse. I would like to take this opportunity to strongly remind you that copyright remains the foundation of innovation, creation, investments and productions in all creative industries. Therefore, by voting in favour of this text on orphan works, I fully supported the promotion of the cultural diversity of the EU and an increase in sources of knowledge and learning through regulated access to orphan works at EU level."@en1
