lpv:translated text	"On 19 January 2009, the Council authorised the Commission to open trade negotiations with the Member Countries of the Andean Community, which finally resulted in a trade agreement with Colombia and Peru. The agreement was initialled on 23 March 2011 and signed on 26 June 2012. This agreement provides for the reduction and, finally, for the elimination of customs tariffs in the bilateral trade between the partners. It also contains a safeguard clause according to which tariff preferences can be suspended or removed if such trade liberalisation leads to an unexpected increase of imports resulting in a deterioration in the situation facing European industry, which competes with such imports, and thereby also threatening employment in the EU, as may happen to the most fragile economies in the outermost regions."@en1
