"Against. Unfortunately, in their desire to achieve a first reading agreement at any price, the other groups sacrificed too much during the negotiations. Most importantly, the Committee on Agriculture report contained a strong commitment to supply management of quality products by producer organisations, similar to what was agreed for certain dairy products on the Milk Package. The Council refused to compromise at all on this issue and, as a result, the EP negotiators consented to removal of this provision in return for a meaningless ‘political statement’ that the issue would be considered in CAP reform. Also, the trialogue agreement allows a ‘fast track’ procedure for third-country products to be marketed in the EU with quality marks, without going through an equivalent legislative procedure. As we had also failed to immediately achieve the ‘local farming and direct sales’ label, and given the disturbing precedent that this negotiation sets for future Committee on Agriculture codecision negotiations (with the Council refusing to compromise on essential points of policy for the EP), we signalled our opposition to a first reading agreement, preferring to go for second reading."@en1
