"This report advocates an expansion in the competence of the Commission in relation to third-country intergovernmental agreements with Member States of the EU. According to the report, in future, the Commission is to be present at negotiations between a Member State and a third country where the subject matter is energy policy. However, an extension of the Commission’s competences of this kind makes no sense. Energy policy in the EU is not a harmonised policy area and, as a result, the requirements of an intergovernmental agreement vary widely. For this reason, the Member States should continue to take responsibility themselves and be able to conduct their negotiations alone. I therefore voted against this report."@en1
