lpv:translated text	"I voted in favour of this report. The EU imports over 60% of its gas and over 80% of its oil. This import tendency is increasing and makes us very vulnerable. Energy supply contracts are usually concluded between commercial entities, but there are some situations when intergovernmental agreements (IGA) are requested of an EU Member State. Sometimes, however, the aim of the third country is to bind an EU Member State to assure the commercial contract or to secure a monopolistic position in energy supplies via particular infrastructure. I believe that in order to avoid a breach of internal market rules in the field of energy, we must enhance our internal EU cooperation regarding IGAs. We know that Gazprom does not always play by the rules and the Russian Federation uses political pressure to try to get what it wants. This has recently taken place in Bulgaria. For this reason, Member States need all the help they can get and I believe that the Commission’s involvement in negotiations with third parties has had positive effects in the past."@en1
