"The European Union is heavily dependent on energy imports. Over 50% of the EU's overall energy needs to be imported, the figure being even higher for gas and oil. The EU’s energy security is therefore vulnerable to irregularities of supplies from outside the Union. Moreover, energy imports are responsible for 6% of the EU’s total imports, representing enormous economic costs and risks for the EU economy. It is in the interest of the EU and the Member States to manage the external energy relations though intergovernmental agreements and to leverage the negotiating power of the Member States and its vast internal market through the exchange of information and best practices between Member States and the Commission. As a consequence, intergovernmental agreements, in particular, when well-coordinated between Member States, can enhance the competitiveness of the EU."@en1
