"I voted for this report because legislation at European level must provide added value. We must ensure compliance with the principles of subsidiarity and proportionality when the Commission initiates new proposals. Greater importance should be attached to both these principles when assessing the impact made by the Commission.
On the other hand, national parliaments must be involved more consistently in verifying compliance with both principles. Although 211 opinions were received from national parliaments in 2010, only 34 of them raised subsidiarity concerns. The ‘yellow card’ procedure was used in 2012 for the first time since the Lisbon Treaty came into force. It is also important that the SME test analyses in as much detail as possible the impact of legislative proposals on this category of companies."@en1
