However recital 4 and 7, Articles 1(b) and 1(c) and a statement attached to the agreement concerning the classified information in this area clarify that so called ‘mixed’ agreements fall under the scope of this agreement and that access to classified information that relates exclusively to the CFSP will be governed by arrangements under an ad hoc Council decision or using the 2002 IIA.
