"Mr President, over the past few years, we have been hearing more and more about abuses of the Russian judicial system. This has been evidenced even by the huge number of cases submitted to the European Court of Human Rights. Of particular note are instances of interference by the judiciary in political matters, on which, of course, it should be completely independent. I would draw attention to the fact that the Russian constitution guarantees its citizens a full range of rights and liberties. These activities have brought about a dramatic fall in the trust that people have in the legal system and have reduced the independence of the judiciary. It is worrying to see legal restrictions being placed on freedom of speech and freedom of assembly and the imposition of stiff penalties in cases of contravention of these restrictions. As a member of the Council of Europe, Russia should respect civil rights. In supporting the resolution, I call on the authorities in Moscow to return to the rule of law, to stop political persecution, and to remove restrictions on civil rights. I also call for a stop to discrimination against non-governmental organisations and for NGOs to be given conditions that will enable them to function properly. I also condemn all acts of repression directed against civil society and the democratic opposition."@en1
