But things change and countries change, and thankfully some of those countries are becoming rich, some of them richer than countries in Europe. Therefore, it is right and proper that we review the development aid we give them. However, I voted with the committee and against my own group in relation to Section 2(4) because I think that more time should be given to some of the countries in the ACT to reach the arrangement mentioned.
