"Mr President, the European Commission has notified us that it does not have information about most of the Member States’ agreements concerning energy. This means that it is unable to react to a situation where clearly unfavourable contracts are being concluded for supplies from outside the EU which, in turn, directly affects the energy security of the country in question. There is certainly good reason to increase the powers and involvement of the European Commission in negotiating international agreements and in assessing the legality of such agreements. I believe that such measures would initiate a rational price policy and would make it possible to reduce the colossal discrepancies in agreements made between individual countries and, for example, the Russian gas giant. Energy agreements with third countries also impact on the functioning of the internal energy market. Considerable investment is also required for development of the distribution infrastructure. In this context, the vital knowledge and assistance that the European Commission can provide should be used properly and the basic step towards achieving this goal is the sharing of information concerning negotiations and agreements that have been concluded."@en1
