"Mr President, I very reluctantly voted in favour of this report, because this agreement includes a prohibition of giving documents to Parliament. For example, if Iran has sent a document to the Council, Iran can prohibit the Council from giving Parliament this document. Such rules are unacceptable in my opinion, as is the fact that we have an obligation of secrecy in respect of information provided orally. It will never be possible to prove what we have or have not received through official channels, and therefore it will become a source of legal uncertainty. I am also opposed to the fact that we must always be forced to accept the Council’s secrecy classification. I think there ought to be a mechanism for negotiating with the Council on what should belong to what level of secrecy.
Despite these various shortcomings, as well as a number of others in relation to how information is provided, I nevertheless voted in favour of the report, as we need some form of agreement. We will have to improve it when we get the opportunity."@en1
