"Mr President, I would like to express my appreciation to the rapporteur for his input into democratic control over European Union legislative processes. There is often talk of the growing deficit in this area, with some justification. Acting on the basis of treaties that are in force, both the European Parliament and national parliaments have an important role to play in the decision-making process. However, as can be seen from Mr Karim’s report, these rights are not always reflected in practice. It would appear from the rapporteur’s conclusions that the European Commission does not always abide by the principles of subsidiarity and proportionality properly. According to national parliaments, this is sometimes evidenced by no justification being given, or only a partial justification, concerning the principle of subsidiarity in its initiatives. For this reason, greater weight should be given to the involvement of our national parliaments in the process of checking legislative proposals in the light of the above two principles.
In addition, like the speakers before me, I would like to emphasise the urgent need for better controls – by our Chamber, too – of delegated and implementing acts that are issued, since important issues often escape democratic control through these procedures."@en1
