"Madam President, copyright is the economic foundation for the creative industry, since it stimulates innovation, creativity, investment and production. Mass digitisation and dissemination of works is therefore a means of protecting Europe’s cultural heritage. Copyright is an important tool for ensuring that the creative sector is rewarded for its activities. Copyright holders should be entitled to end the orphan status of a work when they come forward to claim their rights to the work or to another protected item. Copyright holders who end a work’s orphan status should be offered appropriate compensation for the use of their works or other protected items under this directive, which will be determined by the Member State where the body using the orphan work has its registered office. Member States should be free to establish the circumstances for granting such compensation, including when payment is made."@en1
