"Madam President, I believe that the collective sense of belonging to Europe is one of the cornerstones of the stability of the EU. One of the symbolic expressions of our sense of unity is European cultural heritage, which includes all Member State works of art. It also includes works of art whose copyright holders are unidentifiable, that is, orphan works. Ensuring the European publicity of such works and harmonising the various Member State legal practices in this regard is vital to the preservation of European cultural heritage. I find it unacceptable for works of art to go to waste because there is no person or rights management organisation that would authorise their use as rights holders.
I therefore support the proposal that works of art whose rights holders cannot be identified, even after long and thorough research, be allowed to be digitised and made available online throughout Europe."@en1
