"Madam President, this report is a good starting point for resolving the limited accessibility of European cultural heritage. Thanks to the legislative process regarding copyright protection and cultural and creative industries that was started at European level recently, Europe is beginning to catch up, and this has a positive impact on our competitiveness. Similarly, in respect of orphan works, we are attempting to find a solution to a need which will facilitate the work of researchers, students and EU citizens. The digital world often knows no bounds. An appropriate EU legal framework, however, can ensure the protection of copyright holders and users as well. Parliament has added substantive elements to this proposal, including an extension of its material scope to photographic works of art.
The directive intends to reduce the informational and knowledge gap between the United States and Europe. In the future, it would be better if European legislators did not just seek to respond to policies outside the EU. European legal culture has sufficient potential to ensure a well-functioning, modern background of legal protection even in cross-border cases."@en1
