"Madam President, on behalf of the Group of the European People’s Party (Christian Democrats), I should first of all like to thank the rapporteur, Lidia Geringer, our shadow rapporteur, Angelika Niebler, whom I am standing in for, and the other shadow rapporteurs for the efforts they have made and for truly allowing us to reach a very broad consensus on this text. The adoption of this directive provides a solution to a particular problem, that is the use of books, archives and other works protected by copyright when the rights holders have not been identified. We have succeeded in striking a balance between protecting authors and creators, meaning that a diligent search should be carried out prior to use of the work, and the interests of libraries, museums and public service broadcasters. Let us not forget that these bodies contribute to the preservation and dissemination of European cultural heritage. It was essential to allow them to use these works, but also to finalise agreements, including public-private partnership agreements. We must understand that this directive is not the final step but merely an additional step towards our objective: the large-scale digitisation of our cultural heritage. This directive will coexist with other national regulations and with initiatives at European level, such as the Memorandum of Understanding on Key Principles on the Digitisation of Out-of-Commerce Works, which was signed on 20 September 2011. With the adoption of this directive on orphan works, we are showing that copyright is not a hindrance, but rather a response to the needs and expectations of users in the digital age. Respect for intellectual property goes hand in hand with the development and provision of new digital services, and it therefore encourages the growth of this economic sector."@en1
