"Mr President, two questions for the price of one. I am sorry if I offended Mr Mitchell. I am half Irish, if that counts, and I know that the Irish appreciate a joke. Obviously in Mr Mitchell’s case, they sadly did not, but it was not meant to be a serious comment. On the subject of democracy, perhaps Mr Mitchell could learn from Mr Protasiewicz. The people of Ireland, of course, have been asked numerous times whether they want more Europe and more times than they have said ‘more’, they have said they wanted less Europe.
When we have this debate and when we have the results of it, we can do no more. If we really do believe in democracy, let us put the results of any constitutional convention, of proposals for more Europe, to the people of Europe in referenda and see if they agree. If they say yes, I will happily accept that result. But the reason that you will not put it to a referendum is that you know what the result will be and I know what the result will be. The people will say that they do not want any more Europe."@en1
