"The report on establishing minimum standards on the rights, support and protection of victims of crime is an expression by the European Parliament that is very important and that has long been awaited by citizens of the European Union. The objectives of the directive are to strengthen the rights of victims in the EU and for the mutual recognition of protection measures in court proceedings. All victims of crime, irrespective of their legal status, should be accorded the widest protection throughout the whole of the European Union. For this reason, we should establish minimum protection standards in the whole of the EU that grant rights to all victims of crime irrespective of their nationality or the location of the crime. The person affected by the crime (understood here as the victim of the crime) should be guaranteed the right to information, translation and interpreting services, legal assistance and victim support services, as well as the right to be heard. The clause in the directive that provides protection to victims who do not wish to have contact with perpetrators deserves support. Victims and, this is also important, their family members, particularly children, should be offered support, including psychological counselling, free of charge from the time that they are affected by the crime. What is required in order to introduce these changes is a consolidated definition of ‘victim’ that is the same in all the legal systems in EU Member States, and this should recognise that a ‘victim’ is not just the person directly affected by the perpetrator but also their family members. The European Union should introduce a transparent justice system that includes these suggestions as quickly as possible."@en1
