lpv:translated text	"Mr President, the directive we are debating today complements the European protection order we have already adopted – although we do not yet have a regulation, as you are aware, Commissioner Reding – which was presented by Spain and other Member States during the Spanish Presidency. The best protection is to ensure that crime does not exist. However, given that prevention is often difficult, very difficult or almost impossible, it is our obligation to provide victims with the means to overcome their tragedies. For that, I pay tribute to the rapporteurs. Emotional and psychological support is therefore important, even if the victim has not reported the crime, precisely to make it possible for them to do so. It is also important for the directive to highlight the fact that Member States should guarantee compensation for victims. In the case of gender-based violence, this reference to compensation is crucial as a deterrent and restorative measure. Nevertheless, this directive will not be worth the paper it is written on, Commissioner Reding, if the Commission does not consider supporting Member States in the EU programmes that have funded this preferential line of action. As part of the multiannual financial framework for 2013-2020, programmes in the area of justice have been restructured, supposedly with the aim of rationalising and simplifying them, but the general section on rights and citizenship is very broad and makes no mention of victims. Commissioner Reding, Recital 25 talks about encouraging non-governmental organisations to make a commitment to defending victims, and Article 7 mentions specialist services. We have to make these measures available in Europe and make reference to victims. Commissioner Reding, I call on you to make a commitment to maintaining the Daphne Programme, in order to allay the concerns of those who have worked to lessen the scale of this issue, and so that we can really help this directive enter into force."@en1
