"We are in a typical trap: on the one hand, we want to do all we can to stop the war in Syria. Humanitarian reasons lead us there. The only possible way is intervention. Nevertheless, on the other hand, we want to respect international law, and that means acting under a UN mandate. We do not have one, however – Russia and China are blocking it. How to proceed: bypass the UN and intervene on the principle of a ‘coalition of the willing’? We must decide whether to leave Syria to its own devices or to intervene, even with the consequences for the global legal system and the position of the UN. If we decide against intervention, we shall have to bear the moral responsibility. If we do intervene, we will have to bear the consequences of a military operation."@en1
