"I would first of all like to congratulate the rapporteur, who managed to draft a truly well-structured and clear report on this rather broad and complex subject. I believe that the report to be adopted represents another important milestone in the close cooperation between the European Parliament and the European External Action Service in respect of the European Union’s common foreign and security policy. I am pleased to note that as a result of the motions for amendment I submitted, the report reinforced the human rights dimension of the issue, as well as the protection of the rights of minorities. Additionally, a separate paragraph was added to the text, calling attention to the serious violations of human rights in the labour and political prison camps in North Korea. The report thus calls on the competent bodies of the EU to pay increased attention to this region, and to provide appropriate support and assistance to the victims. I have already expressed this in several of my speeches, and I would like to stress it once again: the human rights dimension is inevitable, and must be a decisive factor in EU foreign policy; it must serve as a guiding principle for the External Action Service, the Commission and the Council as well. I believe that Parliament is a leader in putting this principle into practice and this report, too, contributes to this objective."@en1
