Elmar Brok said that you cannot use tanks to deal with crises. I would like to take this opportunity to congratulate the rapporteur on this. At the same time, I would like to note that, as the European Union, we have a certain know-how. This includes dialogue on human rights issues, humanitarian aid and development aid. Armed intervention comes as a last resort and only under a UN mandate. I would like to point out that we have appointed a European Union Special Representative for Human Rights and we are also in the process of finalising the creation of a European Fund for Democracy.
