"Madam President, Baroness Ashton, I would, of course, like to congratulate Mr Brok on a thorough and sincere report, but I would also like to thank the High Representative for the open discussions with us and for the discussion two days ago in Cyprus with the heads of the European Union’s Committee on Security and Defence and a delegation from the European Parliament. What is needed, and what comes out in many discussions, including our own with politicians from outside Europe for example, is that we are still unable to resolve certain problems within Europe. The Americans and Chinese say ‘fine, you are taking care of the whole world but you still have unresolved problems in the Caucasus, in Nagorno-Karabakh, and there is still the Transnistrian problem’. These should really be priority issues for our foreign policy, for the foreign policy of the European Union over the coming months and years, because it is time to make progress in these areas. Of course, we are all aware that in many cases, this will require hard and difficult discussions with Russia."@en1
