"Madam President, Baroness Ashton, ladies and gentlemen, while I would like to express my appreciation of the efforts you have made recently, I would once again like to emphasise what is perhaps our main expectation of the common foreign and security policy. Mr Brok’s report clarifies this in a passage which states that ‘the EU’s ability to influence the international order depends not only on coherence among its policies, but also on a real strategic concept of EU foreign policy, which must unite and coordinate all Member States behind the same set of priorities so that they speak with a single voice’. Baroness Ashton, the problem for us is precisely this. What is your strategy for imposing priorities on the Member States? The crisis has taught us that we need to set priorities if we are come out of it, which is what we have done with banking union, fiscal union and monetary union towards a political union. What is your strategy with regard to foreign policy issues? How can we make progress towards an EU foreign policy which, while I would not call it federal, will show us that we have set precise priorities to which all the EU Member States will feel subject?"@en1
